Kasper, MSW With over thirteen years of not for profit experience, Kasper has held a variety of roles from direct care provider to program director in the fields of domestic violence, foster care and adoption, transitional and independent living, community mental health and developmental disabilities. Kasper has held continuous quality improvement director positions, designing and implementing comprehensive CQI systems and aligning services and program operations to meet accreditation and program licensing standards. Kasper has managed many accreditation/licensure projects and has been successful in accomplishing Carf and COA accreditations and passing Department of Children and Family Services, Department of Human Services and Medicaid program audits. Kasper has also served in management positions for various social service programs including children’s residential treatment, specialized foster care, adoption, teen parenting, and family support services licensed by both DCFS and DHS. Her extensive knowledge of child welfare and developmental disability policies and procedures and her vision for best practice service delivery have allowed her to make wide ranging, positive changes in program structure, quality and client outcomes. Kasper holds a bachelor’s degree in engineering arts with a minor in sociology from Michigan State University and a master’s degree in Social Work from Loyola University of Chicago. |  | Laura A. Palmer, M.Ed. Before starting Quality Improvement Associates, Palmer spent more than five years in not for profit agencies as a teacher, principal and continuous quality improvement director. She brings a unique perspective and the ability to integrate program vision, staff training, and best practice standards into a comprehensive, quality service array. Based on her experiences as an urban educator, Palmer has developed a management philosophy rooted in accountability and responsibility with a primary focus on client satisfaction and success. Palmer has fulfilled quality improvement director roles for community mental health providers and child welfare agencies for over 7 years. As the chief quality manager, she has been instrumental in monitoring and reporting on all agency functions including safety, finance, program services, human resources, and policy and procedures. She has successfully led many agencies in obtaining Carf, COA, DHS, DCFS, NCA, and ISBE accreditations/licensures. Palmer is also approved to complete OIG abuse and neglect investigations and has served in this role for numerous agencies. Palmer holds a bachelor’s degree in Special Education with a minor in psychology from Loyola University of Chicago and a master in education degree with a focus on human development learning and administration from DePaul University.
